permission denied on windows

i have currently a working copy where i get this error. i just get it for .svn directories in the
directory which should be deleted.

we do not have a windows c compiler. could somebody pls put more information on the error message
and post an url where to download the debug enhanced svn? it should then say what the real problem
is. (am i allowed to put brane in the cc? a year ago or so brane helped us with the network
timeout problem, which disappeared after his intervention ...).

what i'm still wondering:
- no reboot is necessary
- no explorer problem
- no cygwin problem
  i.e. rm -rf svn-working-copy works
  and deletes everything and does
  not ask questions.

how should the source code for deleting something from bash with cygwin.dll be different from svn
source code? i never read something that cygwin translates the "force delete" with a loop of
delete windows system calls.

and sometimes people are saying "sharing violation, other process, virus scan". no, it is
definitly NOT a sharing violoation outside of subversion. i.e. i can do:
1. svn up
        --> error
2. delete with bash, rm -rf
        --> no error
3. svn up
        --> error

and, it is not a file in the .svn directory. it is empty after the error.
