I don't think that's a good idea. It will not work well with different
versions in the client and server. Subversion will be widely used, as is
CVS now, you can't expect everybody to upgrade. And there are
distributions, who will provide somewhat older versions. With your
proposal a new version server won't be able to report a properly
localized error if this error condition is new.
