Reply to myself: this is actually easy to reproduce: create a file with
umlauts in filename on a win32 machine in e.g. german locale, and try to
commit. The error strikes.
Are the binaries compiled with iconv in the first place?!?

I just downgraded to 0.37.0 installer client on the very same machine - no
more errors!
