I did try to do this with MinGW but did not manage to build neon.

I did manage to compile this packages without any major problems all of
them are the latest versions (everything with MinGw):

  zlib (msys), berkeley(msys) and openssl(native console Window).
  
I think it should be possible to solve everything when someone figures
out how to compile neon with MinGw.

Recent reports on the 'net (Google) says that the latest MinGWs are
veryfast. My Windows version of Perl (5.8.2) are compiled with MinGw and
I haven't noticed any performance or stability problems.
