"The svnserve.conf file" lives in the repository, so it doesn't make
sense for a virtual repository root option. You can already use the
"command" authorized_keys directive to add a -r option to the svnserve
command line if you want.

We could introduce a global svnserve configuration file, but it feels
weird to me, and I'm not sure where to put such a thing under Windows.
