From reading that, it's not really clear to me, what your question is.
Surely you don't expect us to write your project for you, so what else
is it?

You will have a far better chance of people on this mailing list
answering you, if you ask specific questions (i.e. not "what I need to
do?" but "I tried this and that and got this result, what went wrong?"
kind of question).

Ah, by the way, if C isn't a requirement of your project, there are
Subversion API's for other language Perl, Java, ...
