I'd just like to point out that people oftenreach a specific issue
without going through the front page of the issue tracker first -- so
let's not blame olh for having ignored guidelines he may never have
seen :-).

olh: We generally discuss unexpected behaviors and enhancements on
these lists first, since discussion is "cheap" and the issue tracker
is "expensive" (in terms of interface granularity and response time).
Sometimes an issue filing results from the discussion, sometimes not,
it depends on where the discussion goes...
