Please use the users@ and dev@ lists to voice your opinion and ask for
enhancements as stated on the issue tracker front page.

That said: I don't know if it has ever occurred that people might want
different behaviour within one user account for this option. I don't understand
how knowing this would help you. From your description I cannot conclude you
have a problem with the current situation, but what else could have been the
reason for a comment like this?

So, if I understand correctly you are actually asking this to be added to
Subversion?

If you do, please state that, instead of commenting on
already-closed-as-fixed issues...
