If I have to use a web page to cast votes, don't expect me to cast any votes.
If it's in a text file that I can check out and look at what is pending at a
glance, I'd be willing to cast votes - time permitting (of course).

My real concern with the issue tracker is that there will be no centralized
location to know what to vote on. A specialized query page? That'd require
me to bookmark a special page. That won't work for me as I'm constantly
hopping between machines. All I have centralized access to is my email.
Almost every box does have a SVN install on it, so I can checkout WCs. ;-)
