Oh, I'm not going to ask him for permission every time, just this
first time :-).

Oh, I don't think it's going to be so bad.

Remember, if you run 'svn log' on trunk, you won't see these. And
people can batch up their votes and enter them in one commit, where
possible. I think the advantages of having the file right there in
the relevant release branch outweighs the extra revisions.
