I'm sure that I had an ISO-8859-1 locale (I got the same behavior
without setting LANG -- I don't use UTF-8 locales by default). But

I think that a charset information in the working copy would be the
best idea to make things work as well as possible for both categories
of people (this would be a bit like GNOME's G_BROKEN_FILENAMES option,
but wouldn't be compile-time). If someone thinks that there would be a
drawback compared to the current behavior, please provide an example.
