Yah... given that I have a number of format==1 directories in my working
copy (which includes the top-level), I'm a bit reluctant to simply
upgrade. It's gonna be a bit of a pain.

I've already minimized some pain by rm'ing and updating subdirs where I
had no local mods or anything, but I still have a number of dirs at 1.
