Sorry Greg.

I was under the assumption we were suggesting he use the ra_local layer w/ an
optional lock/unlock.

Does that behavior have to be a flag?

My mistake if it has to be 'file://' - was concerned that he was going to put
in 'lan://'. If it stays 'file://' I don't care.
