Try

--without-berkely-db --without-neon --enable-all-static --disable-shared

in addition to the one's you have listed below.

I know when I turn Berkely-db sharing off, in svnadmin, I have to enable the
static linkages and disable the shared linkages as well.

Berkely-db is pretty integral to svn if you're doing anything local.

Are you only using a local repository?
