Right. Now, while you're there, how about implementing gen_mingw.py? :)

Then more people will be able to compile Subversion on Windows, without
resorting to Cygwin.

(Actually, I think this would be useful, but don't have a need for it,
so please don't think I'm expecting someone to do it.)
