If you're on the list since 0.21, then all I can say is that you haven't
been paying much attention to what's going on on the list. The number of
committers has grown quite a bit since then; _every one_ of them posted
patches first, quite often to have them ripped to shreds and nitpicked
to death the first few times. On the other hand, people who already had
commit access quite often post(ed) proposed patches for review before
committing them. All this was (is) happening in the open, on a public
list; we have no private peer-review forums. If all of that isn't
enough, then I'm at a loss to imagine what is. What you can *not* expect
is precise, to-the-letter instructions about what to do; that would be
tantamount to doing everything twice. Nobody here has the time for that.
