Just remember that in subversion/clients/cmdline, we'll have to stop
naming the executable "svn" in the build directory, or it will conflict
with the SVN directory on case-insensitive filesystems.

Arguably this isn't a very important issue, because it only affects us,
and only in one place, and there's a workaround. Nobody else has a good
reason to name a file "svn" in any mixture of case.

I'm kind of -0 on accomodating the IIS bug at all, but I think I like
this solution best if we do decide to accomodate it.
