Which neon do I use on Windows?

1 is in the SVN tar ball in neon/
2 is the one that the windows instructions tells me install in
   neon/ from the neon 0.24.2 tar.gz

I've just spotted a bug in my build script I used:

I have the same question for apr and apr-util. Use the one in the
SVN tar ball or use the code from httpd ZIP?
