I think the "inapplicable" milestone is badly named. As others have
tried to explain, this does NOT mean that your patch is not applicable
or useless or unwanted. It usually means that the thing your patch
applies to is not a part of Subversion proper. (e.g. it's a script in
the tools directory or something)

"inapplicable" does NOT mean "no thanks, don't need your help".
