Yes. I had just submitted the issue, which requires me to be logged
in. The same thing happened the last time I created an issue too, as
far as I can remember. I can log in again and go to the issue and
"Attachments:" is still not a link.

Scott Lamb informed me in a private mail that I had to "request the
Observer role", but I didn't find any interface for doing that
either...

Not that it matters much in this particular case since it now seems
that it is not related to the particular repository, but rather to the
particular database backend selected by "import anydbm".
