I hope global-ignores isn't a registry key? If it is, you're setting the
value in the wrong place.

The settings in HKEY_CURRENT_USER and in the files in
%APPDATA%\Subversion override the ones in HKEY_LOCAL_MACHINE. I'd check
if you have anything set there.
