You present an interesting challenge. How could a GUI be organized
to provide all that stuff in the first paragraph, and yet be even
more new-user-friendly as requested in the second paragraph? Maybe
I'm blinded by familiarity, but despite a few rough edges, it seems
to me the only user-unfriendliness of ViewCVS is that it has controls
for some--only a few!--of those extra features you want. I don't
understand how to provide more complexity (features) while at the
same time reducing complexity (controls).
