Neon 0.24 XML parser accomodated

Hi All!

I've completed accomodating Neon 0.24 parser to the "old-style" Neon
0.23 interface, all tests succeed on the branch. I didn't touch the SSL
part. I can merge changes into trunk (upon review) and do the "rebranch"
thing :-), although at this point it doesn't make sense unless Neon 0.24
is enabled on the trunk.
