Url in status entry encoded

After doing a svn_client_status and getting the hash of items back, the
url field in the svn_wc_entry_t structure (which is in the
svn_wc_status_t structure) is encoded (%20 where blanks are, etc) -- is
that correct? It seems like it should be already decoded for clients
since clients do not encode them, but I can't find any comments/docs
that say definitively one way or the other...can someone point me to the
right docs/comments?
