Because LDAP and SVN store and retrieve completely different things,
and the operations we want to do with these URLs are completely
different?

The data values returned by LDAP do not contain embedded partial URLs
("relative hyperlinks"), nor is there any existing body of code we
can't change that thinks it knows how to combine the original URL and
these embedded URL-snippets into a new, working URL.
