I disagree. cvs2svn ships with the tarball, and many, many people
care about it. Thongs of people are peering in the windows, waiting
for kfogel to fix bugs in this tool. IMO, it's just as important as
changes to svnadmin, svnlook, or any other "shipped" tool.

Also -- I'd like to pick nits with your style. Remember the "one line
per description" maxim that we've been using throughout the whole
CHANGES file. Some of your bullet points are multiple lines long.
