Auto-Including new files?

Hi all out there!

I read the book back and forth (or vice versa), however, I can't see
anything on this, neither in Subversion nor in Tortoise:

Is it possible to set a folder to automatically include on commit all
new files created within, perhaps with a file mask similar, but
reverse to the global exclusion in the config area?

Since I'd like to use Subversion/TortoiseSVN for a web site to
which of course constantly new files are added this would be quite
desirable instead of adding them file by file.

I heard that CS-RCS has such a feature and the HTML editor
Homesite as well.
