I think the idea was that things in notes/ are (supposedly) documents
in the process of being solidified. Once they're bronzed, they get
moved to a more permanent place.

But I'm not sure I buy this philosophy of the notes/ area, now that I
think about it. I think Greg is right: leave the top level for things
that are of interest to many people, and notes/ for things of interest
only to individuals or small groups.
