Win32 installer - Wich direction?

Hi everybody!

A lot of things have happend with Subversion since the installer joined
the project and I think that it's time to sit back and think about what
the installer should do.

After some thinking and looking at the mailing list over time, I think
that the installer should do the following stuff:

* Install the basic binaries provided in the file svn-win32-x.xx.x.zip
  found at:
   http://subversion.tigris.org/servlets/ProjectDocumentList?folderID=91.
* Take care of related tasks if an existing Subversion repository are
  incompatible with the Subversion the user are about to install.
* Detect stop/start Apache service during installation (on my ToDo list).
* Offering to download system files (shfolder.dll and MS C Runtime
  files) needed by Subversion if they are not present during install-
  ation (on my ToDo list).
* Checking that the minimum required version of Apache are installed if
  needed.
* Compile and include the Subversion book as an HTML help file (as it's
  done now).
* Provide the user with all needed links if he/she want developer related
  files (svn-win32-x.xx.x_python.zip db-4.0.14-win32.zip etc.) from
  the start menu (or from a HTML document from the start menu).
* Any reasonable suggestion _you_ have.

Please, share your thoughs with me on this mailing list so I can think
about this during my vacation (I have 3 weeks from this Monday).
I have some free days when I'm coming back so I can work effective on the
installer.
