svn, cvs, and timestamps

I don't know if this came up in the last thread on svn and timestamps,
but I just noticed this comment in the NEWS file in the latest CVS tarball:

* When a file is initially checked out, its last access time is now set
to the current time rather than being set to the time the file was last
checked in like the modification time is.

So I don't know what the consensus was on svn and timestamps but I
figured people would be interested in CVS changing part of its stance on
the issue.
