Issue 1074: Need a svnadmin command to verify that the repository is not corrupted

I was going to take a stab at making a patch for this issue, but I don't
understand Karl's comment in the issue's comments:
        kfogel>Marking this as a bite-sized Post-1.0 feature. (Note that issue #649
        kfogel>is done now, so this is basically a matter of reading every rep and
        kfogel>making sure it matches its checksum.)

I've perused some of the include files trying to find what a "rep" is, but I
haven't found anything. Can someone point me in the right direction?
