Issue 1313 - svn copy URL1 URL2 fails silently

The issue in question is:

http://subversion.tigris.org/issues/show_bug.cgi?id=1313

Now, on my system the following happens:

http://localhost:8080/svn/shlomif-homepage/ -m "hello"
svn: RA layer request failed
svn: The path was not part of a repository
svn: PROPFIND request failed on '/'
svn: PROPFIND of '/': 405 Method Not Allowed (http://localhost:8080)

So, it does not appear to be very silent. Or is it?
