How do I add comments to an existing issue?

I've tried to add a comment to this issue:

http://subversion.tigris.org/issues/show_bug.cgi?id=1313

But I could not find where. Searching for comment on the page yielded
nothing. I've logged in to tigris.org, but I still cannot add any
comments.
