If you look at logs, everything looks like a revision;
whereas if you look at IZ, everything looks like an issue!
Both together should create a complete picture.

I'm not sure you can (or want to) boil every change down to
a single revision. There may be a one-to-many relationship
between issues and revisions, as some issues require a
number of nails before the coffin is considered shut for
good.
