Some comments:

1. Using CPAN.pm to "test VCP" should grab most of the prereqs. There
is a new one (IPC::Run3), but 99% should go ok otherwise. I'll be
putting a new VCP on CPAN in the next month or so with an up to date
PREREQ_PM (the one clkao mirrors is up to data AFAIK).

2. For non-developers, I'm wrapping a single Perl script (vcp.pl) that
contains all of the prereqs. Again, that's in the next month or so.

That's in the Makefile.PL's PREREQ_PM section.
