v0.21.é / Windows / "Common Appdata" / Czech characters

Hi folks,
I am having really huge troubles to create a new repository "svnadmin create
xy" on a box running a czech windows.
The folder "Application Data" is named - on this system - "data aplikací"
which causes "svnadmin create xy" to stumble across the "í" which is not ascii.

How can I work around this? I tried to rename the folder and change the
references in the registry, but every call to "svnadmin create xy" resettes the
Registry key
HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/CurrentVersion/explorer/ShellFolders/Common AppData to its old value.

Help urgently wanted, for I am on hold until I can manage this.

PS: The exact error message "svnadmin create xy" gives me is:
svn: Invalid argument
svn: Safe data:
"C:\WINDOWS\All Users\Data aplikac"
... was followed by non-ascii byte 237.

Non-ascii character detected (see above), and unable to convert to UTF-8.
