Okay, so I can just mark patches as they come in, then follow check
the code and/or thread about a week later to see if anything action
has occurred. If not file a patch, if so, do nothing?

Thanks, but I use exmh, and therefore, have mh-style folders. But I
an easily mark incoming patches and set up a similar cron based
action to find marked messages older than a week (there's an mh
command for just that type of thing :)

Will do, though on the last one, what's the significance? Is it that
for inluding a pointer to the original e-mail containing the patch
in the issue report?
