I'll just add that this applies to me as well, although it probably
won't surprise you to know that for this particular case I did run all
three sets of regression tests!

HEAD can break, I've broken it myself, but it usually gets noticed and
fixed promptly. It's my impression that it doesn't break that often.
A bigger problem is the incomplete testsuite coverage, there are parts
of Subversion that need more tests, and some parts that need tests
full stop.
