Wow, I wish someone had pointed this out before! Looks like a classic
case of not using subpools correctly.

Easy to reproduce: when I try dumping the first 4500 revisions of
svn's own repository, 'svnadmin' spikes up to 80 megs of memory in the
first 20 seconds, then just sort of hovers there for the remaining 3
minutes.
