Ok....... I am really sorry I missed the FAQ. I figured it was a bug.
Looks like Service Pack 1 fixed this issue.
I had setup the machine for SVN alone and never installed SP1.

I'm so glad because I think Subversion is a wonderful program!

How about is filing WONTFIX bug to issuezilla, and put a pointer to the FAQ
in the issue?
