Repeatable checksum error (Version 0.23 windows)

Every time I import and checkout this file it gives me this error:

In order to reproduce (Version .23):
1) Create a repository with the contents of the provided zip file.
Commit etc.
2) Checkout the new repository from the Subversion server
3) The error will occur
 
This error happens every time. Please take a look.
