Remote user can't checkout repository

Both computers are using WinXP with Apache 4.0.44, according to the log,
it's using:

User-Agent: neon/0.23.8 SVN/0.20.1 (r5467)

I know it's not the latest version of SVN, but we've been having this
problem on quite a few past versions already.

I've uploaded the trace to
