Yes, it's useful, but I don't think it should be used carelessly.
For most uses an URL like
    http://my-svn-repos/project/tags/version-1.32/the/source/file.c
is probably enough (and more clear to the end user, as it does not
advertise internal rev numbers, but external release numbers.)
