This is what most ClearCase sites do in my experience, and, where
their UCM paradigm is derived from. So many CC sites wrote
site-specific wrappers around the raw CC command set to "protect" the
users from the underlying power (of shooting themselves in the
foot), that Rational decided to build a front-end, locally
customizable front-end to CC and give it the fancy name of Universal
Change Management.

At first, it was nothing more than a white-paper describing a set of
best-practices. Evidently they say lots of money in it :)
