I see the appeal of '!', but on the whole I agree with Jay here.

So i'm -0 on using '!'.

My suggestions would be:
 '%' ("some percent complete")
 '/' ("some fraction complete")
 '-' ("complete?" "negative, sir.")
or maybe
 'B' ("Bikeshed")
 'H' ("Half-*ssed")

i also like some of the other already floated suggestions, like 'P' for
"Partial".
