XEmacs 21.4 and vc-svn.el

Hi,

When I try to load vc-svn.el into XEmacs 21.4-12 (Debian sid), I get
the following error:

        Symbol's value as variable is void: vc-handled-backends

If I load the file into a buffer, and comment out the line:

        (add-to-list 'vc-handled-backends 'SVN)

an 'M-x eval-current-buffer' completes normally.

Does anyone why this small fragment of lisp code would cause a
problem in XEmacs? Everything seems to work find in Emacs 21.2,
But I really prefer Xemacs.
