post-commit hooks not working

I'm having trouble getting commit-email.pl to run at post-commit. I have my
repository in /home/subversion/Test. Apache is running as user
'subversion'. I'm able to add/delete/commit/etc. both locally and remotely
to the Test repository without error.

commit-email.pl and post-commit.tmpl are in /home/subversion/Test/hooks.
I've checked the mail script itself and it works fine when called from the
command line. When I run post-commit.tmpl by hand it also works.

Is there something I'm overlooking? Do hooks have to be enabled somewhere?
