Hehe, well, I've managed to overlook something... I installed the subversion
client, the subversion server and the subversion tools RPMs on the machine.
I didn't even realize that there was a subversion cvs2svn package. Doh!
All is well. I'm still not sure why I couldn't build it from the tarball.
That'll be a problem to tackle on a different day. Thanks for all the help!

As far as I know the RPM installs them into
/usr/lib/python*/site-packages/svn.
