Just a tip:
If you already have a running emacs instance, you should
use gnuserv to open files:
ftp://ftp.gnu.org/gnu/windows/emacs/contrib/gnuserv.zip

P.S.: You could also try to use psvn.el (an emacs interface for
subversion written by me)
