Or else, the editor is starting in the background, control passes back
to Subversion, Subversion checks the message file and finds it unaltered
and displays the prompt. Then the edited message is saved and
emacs/notepad closes and you notice the prompt. (This is just a guess.)

Could you check when the prompt actually displays? Is it before you've
saved the message and closed the editor?
